Step 1 of 5
Document Preparation
Gather and legalize all required personal documents before application.
Marriage Certificate (Original)
Issued by the Registrar of Marriages. Must be legalized with SDM attestation followed by MEA Apostille. Apostille is mandatory under the Hague Convention for Dutch acceptance.
Birth Certificate (Apostille)
Your original birth certificate must also be Apostilled by the MEA. If damaged or old, obtain a re-issued copy from the Municipal Corporation first.
Passport (Valid 6+ Months)
Must be valid for at least 6 months beyond your appointment date with minimum 2 blank pages. Copies of all pages with stamps and visas are required.
Passport Photos (Dutch Specification)
Two recent photos: 35mm x 45mm, grey/light blue background, neutral expression, ears visible. Dutch specs are strict—get these done at a professional studio.
Proof of Relationship
Evidence that your relationship is genuine: WhatsApp/email chat exports (without media), photographs from different time periods, flight tickets, hotel bookings, and any joint financial documents.

Legalization & Translation
All non-English documents must be apostilled and translated by a certified translator.
SDM Attestation
Sub-Divisional Magistrate attestation is the first step of legalization for Indian documents. Required before MEA will process the Apostille. Visit your local SDM office.
MEA Apostille
Ministry of External Affairs Apostille is mandatory for all personal documents (Marriage Cert, Birth Cert). Apply via the MEA portal or authorized agencies. This makes your documents internationally valid.
Sworn Translations
If any document is not in English, it must be translated by a beëdigd vertaler (sworn translator) in the Netherlands. Your partner can arrange this. Hindi/regional language certificates need translation.
Police Clearance Certificate (PCC)
Obtain from Passport Seva Kendra. Valid for 6 months from issue date. Required to prove no criminal record. Apply online at passportindia.gov.in and visit PSK for biometrics.

Medical & Exam Requirements
Complete mandatory health screenings and the Dutch integration exam.
TB Test (IOM Clinic)
Tuberculosis screening is mandatory at an IOM-designated clinic. In India: IOM Delhi (Lajpat Nagar) or IOM Mumbai. Book appointment via IOM website. Results are sent directly to the Dutch authorities.
Civic Integration Exam (Inburgeringsexamen)
Basic Dutch language and society knowledge test. Take at the Dutch Embassy in New Delhi. Exemptions exist for partners of kennismigranten (highly skilled migrants). Study materials available on naarnederland.nl.

MVV Application
Submit your application through VFS Global or the Dutch Embassy.
TEV Application (Submitted by Sponsor)
Your Dutch partner applies for your residence permit (TEV procedure) via IND. They must prove income (€1,997.45/month min. for 2024), provide housing documents, and sign a sponsor declaration.
IND Approval Letter
Once IND approves the TEV application (typically 90 days), they send a positive beslissing (decision) letter with your V-nummer (alien registration number). This is required for MVV collection.
VFS Appointment
Book an appointment at VFS Global: New Delhi (#27 K.G. Marg, Connaught Place), Mumbai (BKC), or Bangalore. Submit all documents and provide biometrics (fingerprints, photo).
MVV Visa Sticker
The MVV is a visa sticker placed in your passport, valid for 90 days. You must travel to the Netherlands within this period. It authorizes your entry for long-term stay.

Final steps after landing in the Netherlands.
Residence Permit Collection
Book an appointment at an IND desk (Rijswijk, Amsterdam, or Zwolle) to collect your verblijfsvergunning (residence permit card) with biometric chip. Bring your passport and IND letter.
BSN Registration (Gemeente)
Register at your local municipality (gemeente) to receive your BSN (Burger Service Nummer). Required for bank accounts, healthcare, and employment. Bring passport, birth certificate, and rental contract.
